The second clue is what gave it away: Cthulhu Regio[^] is a region on Pluto, also called "The Whale" - so "This Plutonian whale opens new horizons" made that easy! New Horizons mapped Pluto, and found The Whale: Cthulhu Regio
The first Clue: Cthulhu was an "Ancient One" - an H P Lovecraft deity - we was described by his worshippers: "In his house at R'lyeh, dead Cthulhu waits dreaming" - so he's asleep, but will reawaken to repossess the Earth.
The third clue is obvious given the explanations for the other two!

For the first clue, I was thinking more of: "That is not dead which can eternal lie, And with strange aeons even death may die." from The Nameless City[^].
The third one (the "tactical nuclear clue") was referencing The Call of Cthulhu[^] and At the Mountains of Madness[^], as well as the obvious references to his home town and author.
And the first two characters, for those who could see them, were a dragon and an octopus; Cthulhu has been described as a mix between a giant octopus, a man and a dragon.

There is either no "H" in Worship, or you need an "E" in Whore Ship.
Either way, I don't think the Ancient One would be impressed! 
Cthulhu[^] also hangs around a lot in the offices of an ISP (Columbia Internet) which would explain a lot about most hosting services...
