It's certainly not an article. More a misguided attempt at a question. But I struggle to see how it's spam.

I'd agree with Peter - it's not spam, and the user shouldn't be punished.

Well...if he is 11 as he says, then he made a mistake and posted it in the wrong place. He's been told it's wrong, and told where to post it. If he continues to ignore that, that that is abuse and we'll deal with that - but it's not spam, as it isn't trying to advertise anything!
