I think it's time to retire the ten-year old 32 inch LG 720p teevee I've been using. Here's the parameters of the decision process:
0. the only games I play on the computer are programming and programming. I do watch movies. I find the experience of watching video/movies on the current set satisfactory.
1. where I am has 220v. 50cps electric (if that makes a difference).
2. gotta have a big-screen. right now I'm operating with Win 8.1 using 125% system-text-magnification option. right now I'm often viewing web-pages at 150%. may the souls of all web-designers who use light-colored body-text rot in somewhere rotten !
3. cannot afford the computer monitors I might want (like the 34 inch Benq curved puppy with 144 hz. refresh, or the Dell higher end monitors).
4. the budget would let me purchase one of the very lowest priced 4k teevees (they would have max 60hz. refresh).
5. or, the budget would let me purchase one of the so-called "full-hd" last/current generation teevees, and there are good clearance sales on now for last year's models. But, I can't find one with better than 60hz. refresh (so far).
6. my preferred working distance from the monitor is about 30 inches.
I am assuming that having a teevee with a higher refresh rate might be a factor that would be better, in terms of visual quality for my tired old eyes, than a 4k-teevee, but I'm not absolutely sure of that.
I'm also unsure about the extent to which size of the monitor really makes a difference; theoretically I could afford a 50 inch, or so, non-4k teevee, but can't visualize how that might change my experience.
As always, I will appreciate your wise counsel and advices !

If you decide on a full hd style I recommend looking for a screen that supports 1920*1200 instead of just 1080. Not sure if there are teevees that support this but if I buy a 1080 it's for the sole purpose of being a secondary or tertiary monitor.
I suggest going to a store or two to look at screens and try to compare contrasts and colors to determine what it is you need. If possible bring a list of sites you know can be difficult to read and see if there is a possibility of trying out a few screens.
I'm not sure if 4k is going to be needed since you mostly program so I think its better to nail that refresh rate and find a screen with the right colors.
Maybe a 1440p can be interesting but I'm not knowledgeable enough to come with any further advice.

My intent is, if I buy a non 4k teevee, to purhcase one with 1920x1080 resolution. And, I have, indeed, shopped around, and looked at a variety of models.
The "disconnect" I face in shopping is that I can't ... in my head ... translate what I see in the store displays to what the actual visual experience would be using the teevee as a computer monitor in my office, sitting 30 inches away.

Serious question here. Do you have vision problems? Is that why you need the "very" big monitors? - and zoomed in text size.

Well to be honest, i guess you have to save up some money, cause a good monitor like the one you are willing to buy from BenQ are expensive. The company doesn't matter on price so much, except BenQ is quite expensive.
I would suggest you to go for a 32", at least, full HD TFT from either Samsung, Dell or BenQ (I have all 3 on my desk at home). The BenQ has very good colours (it's an LED) the Samsung the second best and the Dell already got some funky stripes. I think you need to pay round 300-600€ if you go for a very good monitor. What is not so important for you might be reactiontime, i guess 4ms is more than sufficient for programming. I also would state you go for 1920x1080 since 1920x1200 is a strange format. On 1920x1200 you might see black bars on top and bottom while watching movies since its not native 1080p.
4k seems unnecessary for me.
This thing also sounds quite reasonable -> Samsung 32"[^]

I don't know much about this.
But I do know (from experience) that a refresh rate > 120hz, is not worth the price tag.
From what I have been able to notice the human eye can differentiate between 60 and 120hz so you will notice a difference.
But anything above that not so much. I have a 240hz at home I use for gaming and don't notice any difference between that and 120hz.
I'm sure there is a difference but I don't think mere mortals will notice it.
If you don't do any gaming at all and only use it for programming and movies then I wouldn't even bother going above 60hz.
For programming, you don't need it.
For movies, well sort of depends but even blue ray at 1080 still uses 60hz.
99% of movies today still use 60hz or lower so you'll gain little to nothing when going higher (in some cases it might even make the movie look surreal).
This explains refresh rates a lot better than I can (sorry if there are any full screen ads)
