What I was suggesting, that maybe the cell should be removed to test to be sure that it is the brick...
The other solution may be the store next (10 min driving) to my home...It cost about $35 with a variety of connectors for (almost) every laptop with the right voltage...So if you just post me the correct voltage (a picture of the cell is probably the better) I can be back in half an hour with a new brick

I tested the brick with a multimeter, and even with no load the voltage would drop by up to three volts. And now it shows a total of three volts when tested with said multimeter.

There are a few websites that I go to that don't seem to work for folks outside North America, and HotSpot Shield has worked well in defeating this; however, HotSpot seems to be turning to the Dark Side and demanding a subscription.
I figure the community here woukd know the best free alternative, so I am interested in hearing about them.

I don't know about browser extensions, but I think you could configure tor to choose an exit node located in a specific country.
If I were in your position, I'd pay for a subscription for this HotSpot thing because you've been using it for a while and it's clearly been working. If the price was unreasonably high, I'd understand. Otherwise it's the easiest thing to do.
If you choose another app or extension, there's no guarantee that they won't move into a subscription sometime in the future. Everyone has to make a living, right?

At a guess, it's to prevent bots flooding them with applications, or at least weed them out.
They will have a brief summary and your email, so if they think you have the qualifications, they can get back to you directly for the full resume.
And the colour may serve to make them decide "we can work with this" or "what a tedious person to sit next to for eight hours a day".

They're probably trying to step the flow of garbage applications from completely unqualified pplicants who barely bothered to read the job posting.
The part about the favourite colour seems dumb. but if the responses I've seen to job posting in the past are any indication, there will be a shockingly high intersection between the set of people who notice it, are amused by it, and comply with it and the set of people who end up being a good fit for the role.
If I were in the job market, I'd take the colour paragraph requirement as a strong hint that at least somebody at the company has a sense of humour, and might therefore be someone I'd enjoy working with. 
I also like them asking applicants not to include a resume. Maybe my experience is atypical, but the vast majority of resumes I've had to review for software dev applicants have been horrible. And for the good applicants, the resume barely mattered because they used their cover letter to explain how their experience will enable them to solve my problems.
