I don't think it's spam - it's just an email address which doesn't really count: it's just silly as you get spambot interest rather than humans.
It's not an article though, and never will be unless he explains the algorithm rather than just a bunch of pretty useless screenshots.

I got the impression he's trying to sell his algorithm by advertising it on CodeProject, which would be spam.

I've spoken with the author. He actually pointed me to some other page where it was originally published and demonstrated he owns that site and the article. I think it's OK.
