Could be the British version. I've seen different versions of it with localized content. I guess it was because not all types of drinks and cigarettes (afair) were availble in all countries...

The idea is to see how many dividers a number has... If it is an odd number than the door visited by that number (student is represented as a number) will be opened at the end, if the number of dividers are even it will be shut...
Without getting into the proof I will state that (in the case of positive whole numbers) every number has an even number of dividers except the square numbers... The largest square number that smaller then 1000 is 312 (322 we all know to be 1K), so the number of the opened lockers is 31!
(12, 22, 32... 312)

It's the number of square numbers in the range - 1, 4, 9, etc.
But you're throwing us off by starting the door numbers at 1. Everybody knows they should start at 0!
