Even though references are mentioned, the content is almost identical.

I agree with you and already reported him, but I would say @Sean-Ewington should have a look on it.
If found guilty, there is a lot to check and to clean up
M.D.V.

Whether or not it's plagiarised, it is site driving; and we remove site driving articles as they are spam.

All right. I've done a quick pass over his work. I don't think he's a plagiarist in the strictest sense. In his old blogs at best I could find one code snippet that was reused. The other stuff I found was debatable.
What's he's basically doing is repurposing content for his blog. He can do that on his blog, but it's not what we're looking for on CodeProject. I've removed those types of entries.
