No idea what this is about, but you deserve a 1 if you are blatantly copying someones code (plagiarism) or when you're simply dumping code without explanation. If you visibly put some effort in it, it becomes a 2 quite quickly; after all, with some work it will be "decent" (3).
..so, I'm interested enough to look at the article and it does seem like a code-dump. If it is less than a page worth of text, it is more of a tip than an article. Your profile says under articles "Legend". I can't look at the code with your eyes, I have no idea why it is like it is.
It may be great code, but I'm not going to play the archaeologist and dig into it based on a few lines. As much as I dislike marketing, you're doing a lousy job at displaying your idea. Hide it for a few weeks, take some comments from the editors, and answer those questions in your article - don't just dump your idea or solution, explain how you got there.

The site also asks for a comment if one votes with a one (as it does with a five); while I appreciate a five without comment, I can not appreciate a 1 vote without explanation. I hope you haven't seen many of those.
I don't know where most of our users' read, but I'm often found on the toilet. A code-example and a screenshot with some answers to some common pitfalls, and I'm sold. At that point it is no longer a code-dump I need to explore, but someone sharing experience

Looking at the C++/MFC code, all I can say is, OMG, C#/.NET is a vast improvement.

I heard it while driving to work. The lady they called did not know the answer. This was the question:

GitHub is for code dumps. Articles are meant to teach something. So my guess is that they felt it was insufficient to be called an article.

This is an old question that pretty much always gets the same answer... suck it up and ignore. You can't legislate for how other people see your 'article'.
Talking of which, it really isn't sufficient to be an article; a tip or blog post at best. What you should do is check to see what other people do and emulate that; great examples are the grand masters, Sasha Barber or Marc Clifton.
If you can get an article even half way close to their standard you'll be doing ok.

If the article now gathers sufficient higher votes that "1" will be detected as "bucking the trend" and will be automatically removed anyway.
That's what happened on my (only  ) article when someone sought "revenge" for a comment I made
