Don't overthink it. It means exactly what it says. It is rhetorical - thus doesn't require you answer.
As for who cares? If I post something that's funny, it's nice to know if others think so, too. If I see something very clever or funny, I like to show some appreciation - without always having to mouth-off with a followup, or worse, an emoticon (except for ![Elephant | [mastadon]](https://codeproject.global.ssl.fastly.net/script/Forums/Images/elephant.gif) , of course). There's even a bit of bonding as regulars pass arbitrary markers, such as 10^3, 10^4, 10^5, and even 10^6.
Perhaps it's just a measure of time wasted - or more probably - time well spent.
At least for some of us, there's something pleasant about laughing in good company. No one compels you to vote or look at scores.

That's why I expected the first down vote. A price I was willing to pay. Some times you just have to do it.
That downvote was only mentioned as a method to show I'm tolerant of downvotes, per se.
The downvote on an answer where a downvote made no sense drew my attention; yours too; and got me thinking that there's a potentially identifiable pattern to that behavior.
Meanwhile, now I'm contemplating fratricide (i.e., offing another IT member or two). That's the only cure for stupid that actually works.

Training it is the trick
We do have a system that shows when someone's going overboard with the up or down votes, but then you get someone genuinely giving great items a great rating, or another person genuinely downvoting poor material.
It's tricky.

That why a final human arbiter. One easier part of the training would be the time gap between the votes, particularly down-votes.
I'm stingy with up-votes; very stingy with down votes. There's at least one person here who upvotes every response to their posts as policy. I guess this confirms your "Training is the trick" - but it only need get close if humans oversee it - and hopefully it won't be going off very often.*

Funny story but there was an outage with a downstream provider in Toronto this afternoon and we were caught up with it. There were lots of people in full panic mode. For once there was nothing I could do. I got to sit back and watch.

I was answering this[^] question at QA late last night, but received a "servers are a little overworked" message five times in a row, so decided to postpone it to the morning, just to find it went thru actually twice with a difference of 5 minutes...
While I have no problem to delete one of the answers you may want to investigate...

The date in the snapshot pop-up doesn't represent the current date where the red line is.
I observed, that the date is related to the first line, Author in the screenshot.
When the reputation points for the first line change, the date changes too.
The expectation is, that the At date represents the position of the red line or at least the latest change in any reputation type.

The new look to the front page "Discussions" and "Questions" is odd:
There is far too much line spacing, and if you want to make the author more prominent - hence making it much bigger text - why simultaneously make it a colour which makes it less prominent?
Just looks all wrong to me, should the author be more important than the message?
