He lists two references at the bottom, but everything in the whole article (except the pictures) is the text from the two articles with the English mangled and broken. The ordering if items is the same, most of the words in each sentence is the same.

I will go for plagiarism.
It is clearly a rewrite of the mentioned references. It is not stated which parts are from which reference.
I would not report an article for plagiarism for improper indication when references are given (a case for a comment to give the author the chance to correct it).
But here we have "Not Enough Original Content" (in fact no original content; even the screen shots are re-created).

I'd say most likely it's not plagiarised from there, the user name is too similar: "Rajat Jaiswal" and
"Rajat-Indiandotnet" are quite possibly the same person, given this is an RSS blog feed which contains his other blogs as well.
