Yes.. and no. It depends on the bug. I agree that a lot of bug fixes are just a few lines of code to handle some nuance. However, I've also run into bugs that took pages of code to fix. Not because the system was poorly designed, but because the information needed to handle the nuance wasn't available and took a bunch of code to make available.
