To be able to answer it objectively and in a comparable way I would need to be proficient in all of the systems listed as well as knowledgeable in computer security.
I strongly doubt that most people answering this query is, so the only thing that has gotten measured is the level of fanboyism, reputation in media and probably the level of gullibility.
I know for sure that I cannot answer these questions objectively.

"when using" - most all options require some level of private/personal information in order to use. Thus by the simple act of using, you have opened it to being accessed by other.
"when using" - this makes me think active use, meaning I have unlocked the device. So all.
Question might have been asking "How confident are you of the following systems that your private information will not be stolen?"
Again, all system highly likely vulnerable but by a matter of time, and by what defaults each applies.

Have you seen the Tucker Carlson Report where they showed an ANDROID PHONE without phone service, tracked the location of the user throughout the city, and when they connected to WiFi it delivered it all to Google? Every stop, Every visit.
I guess it depends on what you call private. But they need 3 pieces of TIME synced data from my credit card, to UNIQUELY identify the DEVICE I carry. That's it.
And they are now working with Mastercard, etc. To combine these two pieces.
Again, it depends on what you call private. But I call:
- Who I am
- Where I go
- When I do it
All private!

While it's an OPSEC concern, your physical location at any given moment is not under the umbrella of PII. It doesn't depend on what I call private; there definitions of that under both legal and conventional terms.
And again, turning off Wifi, mobile data, and location services when you're not using these things is a practice, not a technology. I'm not speaking to default configuration issues, that's a different thing.

I thought Linux would be lower than it is even though it's still the lowest. I also thought there would be more differentiation between Win10 and the lower Windows OS's.

Sure Windows 7 isn't exactly a secure platform, but it's nowhere near the privacy hole that platforms like Chrome, Android or Windows 10 are with their built in spyware telemetry.

Because if I do care, I shouldn't be putting it in electronic form, unless the machine is completely air-gapped, and probably never allow pluggable media either.
So then it becomes irrelevant what OS I use. I see paper and pen is missing from the choice of OS's.

Really - the government isn't the problem to worry about. The private sector sucking up and exchanging your information - and being hacked far more often then they're legally required* to report - is the real worry.
* Even that has a 'when they get around to it' flavor.

Windows/Microsoft and Android/Chrome/Google are already "stealing" our data.
Yes, I've probably given my consent when I agreed to their use policy, but that doesn't mean I like it.
The only reason we agree is that we want, or even need, to use their services.
Not agreeing isn't really an option.
Apple probably does the same on iPhones and Macs.
They may not use it to personally identify me (although I wouldn't even be surprised), but they're using it nonetheless.
It's not a question IF it will fall into the "wrong" hands (the hands of those I've not reluctantly given permission), but WHEN.

How should anyone answer this?
You can not KNOW how high the risk is.
You may have a feeling in your stomach (or not), but you can't KNOW.
And at the bottom line:
If you create a microsoft account, microsoft has your data. Is it stolen now? Same for iphone or android. Your create your account, so they know who you are. Is that stolen?
If yes, then it's guaranteed for all of those platforms, maybe except the bare linux.
If no, then it's not stolen by ANY of these platforms.
Other Apps or software you install ON THOSE platforms might steal data, but that is not the question.
The platforms itself?
Well, I do not trust Microsoft. I do not trust Apple and I do not trust Google.
So... yeah...
