I have done a quick check and could not directly find a match, but it is somehow raising my "alerts" too
I am going to "incomplete" anyways, it is not explaining anything relevant or new and in a very short way

It's plagiarised then. The code started here: https://www.dotnetperls.com/enum-flags[^] but he's getting better at hiding it, is all.
(I found this when I looked at it earlier and thought it smelled of pink meat - but on it's own that wasn't enough. With his history? Oh yes.)

Only thing he is doing there is driving traffic off-site. There are other ways to add the references, tips, and external content on the site. 
A tip still has to exist on CodeProject, and not at an off-site link. That post itself is an article, a complete one, but an off-site albeit.

It's in "Free Tools" and it appears to be a free tool - I don't have a problem with it myself. Curious as to why the other two messages aren't available though ... at a guess they are on her profile page.
I'd say "keep an eye on her" but I wouldn't report her for that one myself.
