Lots of keywords for our buzzword-forum, but if you quantify correctly, the statement contains 0 information and all bullshit.
In order to be competitive, companies cut quality and security. Security is blamed on the programmer, where it is the company that decides the strategy and pays for all stuff being done (and deciding what is not done).
Rapid changing industries do not mean that the code has to change rapidly, and we have years in experience in making stuff dynamic, instead of static.
Aw, and the low-code platform? Already beaten by much cheaper (and already present in your IDE) code generation.
