Am I the only one seeing this a bit skeptical? I mean, I can accept this:

But the brain is not only electrical, there is a lot of chemistry too.

2 possibilities:
#1 - This is just BS and brings nothing forward
#2 - They really managed to do it. The potential danger of its misuse is frightening

If something has a solution... Why do we have to worry about?. If it has no solution... For what reason do we have to worry about?
