I would say is in the very limit.
I can't see any relation between the user and the book. besides of he having read it and wanting to blog about it.
In his private blog would be perfectly ok. Here...

I would (I am going to report) the user, but I think we should give him a warning and not report the user (yet), because it is an auto feed blog.
I think that the reference to his book is a kind of signature or a copy paste job into the blog. Probably he has not even realized the problem with it publishing here.

Normally we just remove the link to the book. It's cool to have it on their blog, which they are just sharing with us. Blog entries that are better suited as tips, however, are a little weird. They lose their association with the blog if we change the type, and then they might look like plagiarism. So, like this one, sometimes they get removed.
