So, you make a third program that opens the port up for reading and writing. The other two programs use RPC to communicate with the broker when they want to read and write. The broker can set events when there is data available or some occurrence of interest to either of the other two programs. Search this site for 'RPC' and you will find many articles. Here is one that might be worth reading. There is also another that claims to be an introduction to RPC.
