Displaying Connection setting Dialog and setting connection priority

Hi,
I want to display connection setting dialog on failure connecting server as in web browser and other apps do.
Also looking for the way to set priority to access the available connections like- firstly WiFi, if not available then GPRS.

Please help me out in this!!!
