Html 5 application cache

i have an offline application which is using html5 application cache and cache manifest to cache the urls which is hosted for public access.My issue is like offline application is working fine in my network but if some other users in other networks are trying to access then it is not working properly.For Example one user from other network load the site by staying online and then he closes the browser and gone offline and then tried to take the site but site is not loading from cache but showing error unable to connect to internet.What may be the issue.Can anyone please help me

The browser settings might be the concern.

Is the cache concern keep reporting from all users or from some specific user in terms browser/machine?

No it is reporting from most of the users.I cant find any abnormalities in code.some people cleared the cache and loaded application from online again.but after online loading they cant take from offline mode.Means it is not cacheing.checked manifest file.but everything is fine in that.and it is properly working in my end
