How to create TLV structure from biometric template using ISO-7816-11 standard

I have four biometric template inform of hex string and I want to encode them into one using TLV structure(Tag1 Len1 Tag2-Len2-Value2 Tag3-Len3-Value3 TagN-LenN-ValueN) using tags like 7F61 and write them to the chip in reference to this discusion
