Is it compulsory to use windows 10 operating system to create universal app?

Hello,

I want to create Universal app which should support to Windows 8.1 Desktop/Xbox/Tablate/Mobile and Windows 10 Desktop/Xbox/Tablate/Mobile.

Currently I have Windows 8.1 operating system, do I need to upgrade it to Windows 10 or I can create Universal app with above requirement in Windows 8.1.

Also suggest me which Visual Studio version I should use. Visual Studio 2015, Visual Studio 2015 RC?

What I have tried:

I am new to windows universal app and i don't have any idea to make a windows universal app

I already visited the link but i did not get the point. i want to create a windows app which can run on windows 8.1 and windows 10 and all windows device like mobile ,Desktop and tablates.

actually i am using visual studio 2015 but xaml view is not shown means xaml designer view is not loaded so how can i see my xaml design view without emulator.
