Changing page address format

I create a website with ASP.NET web form and I used URL friendly to shape my URLs , by URL friendly my URLs change but not enough for example one of my page "تور استانبول" URL after changing by URL friendly is Domain.com/tours/تور-استانبول/استانبول/1 but I want Domain.com/تور-استانبول/استانبول/

please note that I don't want to query on sql to rewrite to my page and also I don't want to create static page and because my pages are dynamic I can't write all of them in web config file

please help me in this case

What I have tried:

I tried variety of ways like querying from db or handling by global but I would prefer to use a better way

Please excuse me, why the Istanbul panorama is shown through the square-cell mesh? It suggests that the tourists, customers of the site, will be caged and "enjoy" the views of Istanbul throw the wire-mesh wall of the cage. I'm not joking. Listen for a good friendly advice: get rid of it; it looks awful.

Also, don't put the sign "Istanbul" on top of the busy fine-detail background; find a clear space, such as sky/water, or even move it outside of the picture.

Persian text is beautiful, too bad I cannot well judge on its readability... :-)

As to your question: isn't it all about URL routing or rewrite?
