hi i want to generate 3 x 3 sudoku generator and solver that each cell should be [1-3] numbers
can anyone help me?

What I have tried:

i found 9 x 9 projects in google search but i can't change it

I'd suggest to start here: Search CP Knowledge Base for Sudoku with tag=html[^]
There you'll find tons of examples, which you can change to your needs.
