Webcam access without flash and HTML5

Hi Friends,
I need help in developing a web application where it has to capture the picture of user from webcam and it should work in all the browsers.
Also, it should not use flash.

What I have tried:

I developed an web application using html5 video element but it works only in Chrome, FF, and Opera but not in IE and Safari.
I don;t need flash here.

It's not possible, if it was why would anyone have used flash or developed video playback in HTML5?
