design and implement an efficient load balancing algorithm for network decongestion. i saw the above project in c# but i cant download it. please can somebody write and upload the project in vb.net 2008 for . i don't know c#. please i need this urgently :((

1) Nobody is going to specify, design, code and test a complete system for you, while you sit there and do little to help yourself.
2) See (1), but add loads of "nobody is going to do this" just because you add "Urgent". It may be urgent to you, but it isn't to us. Your success or failure has no impact on our lives at all.
3) See (1), but add loads more "nobody is going to do this" because you are trying to order us about. Are you paying our wages? No. So you do not have the right to give orders.

Now, to the meat:
What project? Why can't you download it? What problem are you having?

Noone is going to write this up for you. If this is for a class, you either do the work yourself, or you're going to fail, deservedly so.
