I want to know how to download a file from a server using Java programming language and the website which i want to download file with is based upon oracle portal.

Which part of that exactly are you stuck on?

i am stuck because oracle portal don't support multipart request ( file upload )

You may already have seen it, but have you seen this --->http://www.servlets.com/cos/javadoc/com/oreilly/servlet/MultipartRequest.html ? Which some claim helps in your situation.
