To add to Daves answer: You can't add .NET 4 to VS2008, but MS does provide VS2010 Express editions for free which have .NET 4 already.

An answer from a Microsoft representative clearly.......

Basically no can do.

VS2010 for .Net 4 and backwards
VS2008 for .Net 3.5 SP1 and backwards
