Need programinng help

Hi all.

I have no knowledge of programing, but need a program as this:
1. Runs as service in Windows
2. Listens on a TCP, for an XML file send from/to localhost from another appclication.
3. This XML files, has(among other things) a filepath, and some data from an SQL.
4. The program/service, is to get the file(jpg)(via the path), and rename the JPG to a name consisting of the other data captured in the XML.
5. Send the new renamed jpg to a FTP or alike.

Is this possible.??

What I have tried:

Nothing. I have no knowledge of programing.
