How I can Unlock all User Accounts in Domain ?
Are there any code for this ?

Log in as Administrator, enable all user accounts including Guest, and add them all to the Domain Administrators group. If you're on the server, add them all to the Local Administrators group while you're at it.

I don't know of any code to do this, but if you'd care to write it, I'd love to have a copy. :-D
