1. How to create a theme or skin to the WinForm application?(not the WPF application)
2. How can it be applied?
3. Is there anything that can be used as css does in the web application?

The IDE I use is VS.NET 2008

I would recommend you to use 3rd party components to support skinning. We are currently using this here for our applications:
