There is a fantastic article on CodeProject for the same - ASP.NET PDF Viewer User Control Without Acrobat Reader Installed on Client or Server[^].

I have implemented it in one of my project and the user control works great. Moreover as the article name says, clients (and server) do not need to have Acrobat Reader installed for this to work.
