Probably, but just because it's possible doesn't mean you should do it. I would use an honest-to-god mail server instead of a web page, because pretty much any existing mail server software will be a billion times more robust, secure, and mature than ANYTHING you could come up with using asp.net. Trust me - the LAST thing you want to have compromised is a mail server.
