jQuery is the answer. There are some jQuery plug-ins using which you can implement this functionality.

Check this - Collapsible Drag & Drop Panels Using jQuery[^]

Search Google for "jQuery drag and drop plugin" and you will get a lot of links that will help you out in implementing it.
