Customized create page on Sharepoint 2010

Hello,
Dose any one knows how to customized "create" page in sharepoint 2010 (The "create" page is located at "View all content" -> "Create"). Cause I want to get such result:

1. When administrator log on, he/she can view all available components when click "create" page.
2. When other user log on, he/she can view parts of components when click "create" page

Is there any suggestion?
