it is a sniffer. socket workbench can work as sniffer but also provide functionality to create socket server and socket client for testing.

There's a kickstarter project: TCP/IP bouncer. It's a java application to analyse TCP/IP communication.

It is based on the principles of socket workbench, but it goes way beyond that. It uses draggable building blocks, which allows you to also simulate communication.
