Animation in asp.net

Hello friends,
I have dropdown, i wanted to show message like toolltip on dropdown selected index change. For example: my dropdown has ratecard entries, when i select a ratecard i want to show its date range this rate card is applicable in tooltip like message.
Any idea, how to carry out?
