create empty gridview

I want ask is there a method to create fixed and empty grid view which is not bound with my database,fixed mean ( I specified the number of rows )

because I want to fill this grid view manual by hand
Is this possible?
I tried to google about this thing but I do not know how can express about my problem
so, I need just articles that may help me

Simply design a table and use it. Why you need a grid?
BTW, in case you need to, yes possible. Just make a fixed set of rows in a dataset and use it. Nothing much to do.

I want to use gridview because in my page there are gridviews bound with a database and if I am using table the format of the page is not the same.
