how do i develop a computer based asset register for my university using php and mysql

i would like to do this as a mini project but then im only a beginner.Developing a web based Computer Asset Register or Inventory system for any assets, be it the vehicles for BUSE using my knowledge of web designing is exactly what i need to do.i would like to to use PHP and a MySQL Database, validate my forms with javascript, incorporate Cascading Style Sheets (CSS) in my design,cookies and sessions.for now the i only have the login page that will allow a user to enter their name and password but i dont know how to link this to the database
