Time Delay:API HOOKING REVEALED

In the source code attached with "API hooking revealed" article,
the time delay is handled as,

C#

if( nMillisec > 5 )
            {
                Sleep( nMillisec - 3 );
            }

can anyone tell, why it is not simply handled as

Sleep(nMillisec);
