Where to start with Heuristics

I would appreciate any information of where to start when creating a heuristics method, engine or information about the basic logic behind heuristics. Is there any open source programs or sample code for example? Is it possible to use implement the FileSystemWatcher control to monitor for file behavior?....

Is there anyplace to find rule lists for bad program behavior?

On heuristics methods for virus detection check this article from Symantec How Symantec Antivirus system detects viruses. Then you can search Symantec for more info on this.
