Is it good convention to program in java for network programing instead of programming in Microsoft .Net technology?

No, it's good convention to use whatever tool is best to solve to problem at hand

One is not necessarily better than the other, they both have positives and negatives.

If you worked in a company that has a team of java developers, it makes sense to use java since that's what can be easily supported (and vice versa for .Net!)

If your network has non-Windows machines, Java can offer more portability.
