First of all, you need to learn Java to create forum websites. Judging from your question, it appears that you have not started anything yet. Forum websites are just like any other website created on that language. Its not a question really answerable here in Q&A. I would not mind giving you some links, but I think that would just confuse you, considering that I don't know your background on programming. I encourage you to go first to the basics. And always use Google. There are a lot of basic tutorials that you can take to enhance your skill on the language. Good luck

Write some code, I guess. Your best bet is this is the level of your understanding, is to look for a product that already exists, I'd say that writing something is beyond you.
