creating instance of COM component failed

i am developing an application which binds a video to panel it throwing following exception

Error: Creating an instance of the COM component with CLSID {51B4ABF3-748F-4E3B-A276-C828330E926A} from the IClassFactory failed due to the following error: 80040273.

can please anyone tell me why it is throwing an error?

I think this issue is due to video drivers
