Have you installed the jdbc drivers? see here

You can download the ODAC which includes the ODBC driver from http://www.oracle.com/technetwork/database/windows/downloads/index-101290.html[^].

Did the installation go ok?
If you have a look at the drivers (in Control Panel ODBC Data Source Administrator and Drivers tab), do you see the Oracle ODBC-driver?

If you're developing a 32 bit software ensure that you use 32 bit ODBC. Refer to: http://robertoschiabel.wordpress.com/2008/02/28/windows-x64-32bit-odbc-vs-64bit-odbc/[^]

As far as I know there's no 64 bit ODBC driver for Oracle.
