The subject may be the question, but I for one would like better details...
Like what are you trying to capture? You app screen? The desktop? Other apps? Do you want to put in a rubber band? or what?

Have you already checked this: TeboScreen: Basic C# Screen Capture Application[^]. It doesn't include drag/drop but perhaps you can extend it.
