Did you mean creating an icon, and using it for .exe or any windows app? If this is it, use any icon creator or editor.

There are lots of Icon creator around, just google it. Photoshop also has an plugin for Icons that enables you to create Icons from your custom image.

I think you are creating setup from SetUp and Deployment project of visual studio.Then u can set setup image as you want
To create an icon You can use free online tool icon creator and use this icon file to set SetUp image.
