Instead of what? Usually, menu strip items are visible all the time.

Or are you refering to subitems? Do you want subitems to open "on hover" instead of "on click"?

I join with Lukeer in asking you to provide more information here. Is this WinForms, WPF ... or ... ? What exact type of Menu strip are we talking about here. The older simpler Menu Control, the later versions that use a ToolStripContainer ?
