Shoud I store images insdie the root directory or outside?

I have not stored the images into database. I have store all the images into wb_imgs folder. I want to secure my images so that no one can overwrite / delete or modify them. So, should I put this wb_imgs directory outside the root directory or inside the root directory and why?

if you can protect your images folder inside the root directory, then why do you want to put it outside?
