on cmd or vs command prompt

Visual Studio command prompt.

In principle, any of them, but with "Visual Studio Command Prompt" you can do it with no hassles. Outside this environment, you should tune all the environment variables, in particular, define PATH variable to make appropriate directories accessible without full file path names, etc. Other than that — shell command is a shell command. Just go to Start --> Run and paste the command there.
"C:\windows\Microsoft.NET\Framework\v4.0.30319 aspnet_regiis.exe -i"
Be sure you are login with administrator account
