C# networking Application

I am trying to make in application in C# for internet Cafe.

I need some guides on how to Control the internet flow with the application.
The application will control which user can have access to the internet. Like the one you have paid the monthly fee only that person can have the internet access to net. the Internet will flow thorew that computer and application will control that!

Any sample program and helping material will be appropriated.
